On your Materials Palette, change your gradient to a Horizontal of 32 and Vertical of 32. Holding down your shift key, with your Magic Wand click inside Tweety's body and arm. Flood fill with your gradient.
Holding down your shift key, with your Magic Wand, click inside Tweety's feet and flood fill with #FDA914 (it should still be your background color). Do not deselect.
Selections/Float and apply the following cut-out:
 Vertical 4, Horizontal 0, Opacity 100, Blur 10, Shadow Color #FEDB7E
Click OK, and deselect.
Click inside the beak bottom (zoom in a little further so you don't forget the one stray pixel that's there), flood fill with #FDA914, float and repeat the cut-out but change the Vertical to 1 and the Blur to 4, Repeat this step for the beak top.
We've got just a few more details and we'll be done.
With your selection tool, ellipse, feather 3, draw an ellipse on the right side of his beak. Go to Adjust/Brightness and Contrast/Gamma Correction, and use the following settings:

Deselect.
Zoom in a bit more. We're going to do the eye details.
Holding your shift key down, click inside the eye (don't forget the two stray pixels inside the black area) and flood fill with white (#FFFFFF).
With your paintbrush, with the following settings:

Color in the eye details according to the image below:

You're done! Congratulations! Save as a tube or transparent gif. This is your end result:
