While still selected, Effects, 3D Effects, Inner Bevel with the following settings:
Bevel #2, Width=13, Smoothness=16, Depth=3, Ambience=0
Shininess=0, Color=white, Angle=315, Intensity=44, Elevation=33
Selections, Select None.
Image, Add Border, symmetric, 1 pixel, color: black.
Image, Add Border, symmetric, 2 pixels, color: white. With your magic wand, same settings as above, click on the white border and flood fill with the gold pattern. Selections, Select None.
Image, Add Border, symmetric, 1 pixel, color: black.
Image, Add Border, symmetric, 3 pixels, color: white. With your magic wand, same settings as above, click on your white border and flood fill with your gradient. While still selected, Effects, 3D Effects, Inner Bevel with the below settings:
Bevel #2, Width=1, Smoothness=0, Depth=1, Ambience=50,
Shininess=0, Color=white, Angle=315, Intensity=30, Elevation=25
Selections, Select None.
Image, Add Border, symmetric, 1 pixel, color: black.
Image, Add Border, symmetric, 2 pixels, color: white. With your magic wand, same settings as above, click on the white border and flood fill with the gold pattern. Selections, Select None.
Image, Add Border, symmetric, 1 pixel, color: black.
Image, Add Border, symmetric, 25 pixels, color: foreground color (#7c1400). With your magic wand, select your border. Effects, Plug-Ins, Simple, Diamonds. Selections, Select None.
With your magic wand, same settings, click the foreground color on each side as in the image below. (If your magic wand is set for Replace, or you're using a PSP version that doesn't have Add(Shift), hold down your shift key until you've selected the foreground colors on all 4 sides.)
Flood fill with your gradient. Selections, Select None.
Selections, Select All. Selections, Modify, Contract. Contract by 25 pixels. (See images below)
Selections, Invert.
Effects, Reflections Effects, Kaleidoscope with the following settings:

Horizontal offset: 3, Vertical offset: 100, Rotation angle: 272,
Scale factor: 18, Number of petals: 16, Number of orbits: 1,
Radial suction: 75, Edge mode: Reflect |
While still selected, Effects, Plug-Ins, FM Tool Tiles, Blend Emboss at the default settings. Do not deselect!
Effects, 3D Effects, Inner Bevel with the following settings:
Bevel #2, Width=31, Smoothness=100, Depth=50, Ambience=-46,
Shininess=0, Color=white, Angle=0, Intensity=49, Elevation=90
